U.S. Army Corps of Engineers Support

ENSR is currently supporting several USACE districts across the U.S. as a prime or subcontractor.

ENSR is meeting the needs of the Army Corps under the following contracts:

Indefinite Delivery A-E Services Contract for HTRW

Alaska District

The Corps HTRW program covers planning and design for cleanup of unsafe, hazardous, toxic, and radiological wastes, and debris at various locations in Alaska. ENSR will provide environmental support in the following areas:

  • Technical expertise in all phases of environmental and HTRW management;
  • Preparation of engineering remedial design plans, specifications and cost estimates;
  • Resource and regulatory agency coordination;
  • RCRA/CERCLA/SARA/TSCA compliance as appropriate for specific sites or projects;
  • Detailed record and title searches;
  • Community relations;
  • Developing conceptual site models;
  • Developing scopes of work supervising and performing assessments;
  • Site investigation;
  • Remedial investigation/feasibility studies;
  • Preparation of Engineering Evaluation/Cost Analysis;
  • Establishment of Data Quality Objectives;
  • Developing and implementing sampling analysis, chemical QA/OC, and health and safety plans;
  • Assessment of chemical data quality and development of chemical quality assurance reports, reviewing and interpreting chemical sampling analysis, and developing alternative cleanup levels;
  • Performing hazard assessments and human health and ecological exposure/risk assessment;
  • Cost effective remedial action;
  • Scoring the site using the EPA Hazard Ranking System;
  • Preparing air emissions studies and compliance with CAA, remedial action plans, and cost estimates;
  • Perform chemical data validation that complies with current USEPA Level IV functional guideline requirements;
  • Perform underground storage tank assessment work (requires Quality Assurance Program Plan approved by the Alaska Department of Environmental Conservation); and
  • Technical support during the construction phase.

Hazardous Toxic and Radiological Waste (HTRW) Services

Fort Worth District (Subcontrator to Stell Environmental Enterprises, Inc.)

As a subcontractor to a small women-owned business (8(a)), ENSR is providing services to the Fort Worth District under a 5-year, Hazardous Toxic and Radiological Waste (HTRW) Architect-Engineer (A-E) services contract with a capacity of $10M. The scope of work under this contract supports various military and civil works projects which are generally within, but not limited to the Southwestern Division (SWD) regional boundaries which allows the flexibility of sharing capacity with other Corps Districts and other Federal agencies.

Services available under this contract include

  • Remedial investigations;
  • Remediation support for the Military Munitions Response Program (MMRP);
  • Resource Conservation and Recovery Act (RCRA) or other regulatory compliance;
  • Facility investigations;
  • Investigation and design relative to Underground Storage Tank (UST) compliance;
  • Phase I and Phase II environmental site assessments;
  • Remedial action project plans;
  • Remedial designremedial action reporting in support of Brownfields;
  • Feasibilitycorrective measures studies;
  • Treatability studies;
  • Pilot scale studies;
  • Engineering evaluations and cost analyses;
  • Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA);
  • Geographic Information System (GIs) development and modeling;
  • Asbestos, lead based paint, mold studies;
  • Environmental studies or documentation of lease or transfer of government real property;
  • Oversight of field operations;
  • Construction management support;
  • Human and ecological risk assessments;

Mobile District (Subcontractor to Marstel-Day, Inc.)

This five-year, $5 Million ID contract involves providing A-E services, including all types of environmental support, to Military, Federal, and Civil agencies in association with Base Realignment and Closure (BRAC) Activities.

This five-year, $5 Million IDIQ contract involves a wide variety of technical disciplines and service areas, in response to federal regulations such as CERCLA and RCRA, and state regulations, such as the Massachusetts Contingency Plan.

Disposal Area Monitoring System (DAMOS) Support

New England District

In 2003, ENSR was awarded a contract with the U.S. Army Corps of Engineers, New England District for support services to the Disposal Area Monitoring System (DAMOS) program.  This program monitors dredged material disposal sites located throughout the New England area that are managed by the Corps of Engineers.  This three-year contract had a total capacity of $4 M. In 2006, ENSR was awarded a second, five-year $6.5 M contract.
