Refineries & Chemical Plants Projects

Multiple Services, Refinery - ENSR provided extensive services to a refinery in Kansas. Work included obtaining construction permits, NPDES permits, PSD permits, regulatory analyses, and the preparation of a Title V permit application. ENSR provided overall environmental permitting services for a gasification cogeneration unit at the site, that gasifies petroleum coke and other oily byproducts, and uses a combustion turbine to generate electric power, and a heat recovery steam generator for refinery process steam demand.

ENSR prepared a PSD permit application, provided regulatory review for the avoidance of RCRA permitting requirements, and supported other technical analyses as well. Again, ENSR’s fast track approach to permitting provided an installation and startup ahead of the originally planned schedule.

PSD Permit Applications, Chemical Company - ENSR process engineers and compliance experts supported the preparation of PSD permit applications for major carbon black manufacturing facilities in Arkansas and Louisiana. The projects included increasing the production capacity of each facility, installing additional reactors, installing a tail gas incinerator that reduced emissions of hazardous air pollutants and other compounds, and streamlining the permit monitoring and reporting requirements. Specific tasks included preparation of Best Available Control Technology analyses, evaluation of impacts of hazardous air pollutant emissions, dispersion modeling of criteria pollutants, assessing impacts to air quality related values, including visibility in "Class I" areas, and technical support for review of the permit application. ENSR also prepared a Title V permit application for each facility.
